Ms. Courtney Pippen is a seasoned health services researcher and policy analyst with over 20 years of experience spanning academic medicine and multiple federal health agencies. Her expertise bridges research, policy, and practice, with a deep commitment to advancing evidence-based programs that improve population health outcomes.

She began her career conducting research on child development, substance exposure, and child maltreatment, laying the foundation for a long-standing focus on maternal and child health and vulnerable populations. Throughout her federal tenure, Ms. Pippen has played a central role in the design, implementation, and evaluation of major health programs, bringing a systems-level perspective to complex policy challenges.

Her portfolio at the Centers for Medicare and Medicaid Services (CMS) includes extensive work in Medicaid and Medicare policy, with a focus on value-based payment models, delivery system reform, and strategic approaches to improving care for children with special health care needs. In addition to her programmatic and policy expertise, she has developed significant capacity in federal contracting and strategic planning, enhancing the effectiveness and accountability of large-scale, complex programs.

Ms. Pippen holds a Master of Public Health (MPH) in Health Behavior and Health Policy from the University of Michigan School of Public Health, and a Master of Public Policy (MPP) in Policy Analysis and Public Administration from the American University School of Public Affairs. She is certified by The Performance Institute as an Advanced Government Performance Manager.
